The DTI has produced a guide to the Regulations which is available from www.dti.gov.uk from which there are links to technical information and the regulations themselves.
The regulations require any business which sells goods or services to a consumer over the internet to provide information and make the contract in the way specified in the regulations.
The regulations also contain requirements about any email advertisement which must be identifiable as such and enable a recipient of an unsolicited advertisement to identify it as such without opening it.
However, the regulations do not define an unsolicited advertisement and there is some debate about whether the requirement relates to an advertisement to consumers who have agreed that advertising emails be sent to them.
