Richard Baxter owns a fleet of ZEM machines, the four-seater pedal-cars from Switzerland, as popularised by Jim McGurn's Company of Cyclists. Baxter wants to loan his Zero Emission Machines to a cycle hire operator in return for a split of the rental fees.
